Remote ITU Consultant Positions (Home-Based) , Daily Rate: USD 230 – 430 Depending on experience.

The International Telecommunication Union (ITU) is inviting qualified professionals to apply for inclusion in its Roster of Consultants for Capacity and Digital Skills Development, under Vacancy Notice No. 2138. This opportunity sits within the Telecommunication Development Bureau (BDT), specifically the Projects, Partnerships & Digital Skills Department (PPS), and is designed to strengthen global efforts to close the digital divide through skills development and capacity-building initiatives. The consultancy is remote/home-based, with assignments offered on an as-needed basis.

BDT plays a central role in advancing inclusive and sustainable digital development worldwide. Its work focuses on supporting Member States through policy development, strategic planning, technical cooperation, and partnerships that promote universal access to affordable, high-quality, and secure ICTs. Within this structure, the PPS Department drives strategic planning, resource mobilization, partnership development, and the design and delivery of ICT capacity and digital skills initiatives aligned with the WTDC Plan of Action.

About the Opportunity

The purpose of this consultancy is to establish a diverse roster of experts who can provide specialized expertise in ICT capacity development and digital skills. Consultants selected for the roster may be called upon for various assignments depending on project needs and priorities. Responsibilities may include conducting research and analysis on digital skills strategies, developing and updating training materials for both instructor-led and self-paced learning, and delivering training courses online or in person in line with ITU Academy quality standards. Consultants will also contribute to shaping ITU’s digital skills frameworks, methodologies, and strategic approaches, while supporting the rollout of capacity development initiatives at global, regional, and national levels.

Additional tasks may involve conducting digital skills needs assessments, supporting monitoring and evaluation activities, assessing learning impact, and producing analytical reports on emerging trends in digital capacity development. Specific deliverables will be clearly defined for each assignment based on the applicable Terms of Reference.

Requirements

Applicants should demonstrate strong expertise in the telecom/ICT environment and digital ecosystems, excellent analytical and research abilities, and proven knowledge of digital skills frameworks, policies, and methodologies. Experience with e-learning platforms, instructional design, and training delivery is highly valued.

Candidates must hold an advanced university degree in a relevant field and have at least five years of progressively responsible professional experience. Advanced knowledge of English is required, while proficiency in another official UN language is an asset.

Remuneration

Remuneration ranges from USD 230–360 per day for consultants with 5–6 years’ experience, and USD 280–430 per day for those with 7+ years’ experience.
