Evaluation Team Leader, BHA Ethiopia and Uganda Development Food Security Activities, Uganda

Proposal Objective:

The purpose of this task order for USAID’s Bureau for Policy, Planning and Learning, Office of Learning, Evaluation and Research (PPL/LER) under the EVAL-ME II IDIQ is to conduct six (6) mixed-methods final evaluations of the development food security activities (DFSA) for the Bureau for Humanitarian Assistance (BHA). The information and knowledge generated through these final evaluations, which will take place during 2021 and 2020, will be used to measure the performance of the current BHA investments in Ethiopia and Uganda, allow USAID and its partners to design and modify existing activities, and help inform future BHA policy.

Position Description:

SI is seeking two Evaluation Team Leaders for final evaluations of the Uganda DFSA funded by BHA. The Evaluation Team leader will lead the design and management of the evaluation and serve as a point of contact with USAID and the contractor. Each evaluation will have an LOE of 65 days.

Responsibilities:

  • Leads the design and management of the evaluation and serves as point of contact.
  • Leads the literature review and develops the draft and final Inception Reports.
  • Develops the draft and final Evaluation Protocol and qualitative data collection tools.
  • Coordinates with the team members and liaises with the implementing partner and stakeholders.
  • Collects and analyzes data ensuring adherence to the agreed-upon Evaluation Protocol.
  • Assumes responsibility for quality assurance of all field data collection activities.
  • Leads the writing of the draft and final Evaluation Report ensuring the quality of findings, conclusions, and recommendations.

Qualifications:

  • Significant formal education in a field relevant to evaluation (e.g., program evaluation, statistics, economics, agricultural economics, anthropology, applied research, organizational development, sociology, or organizational change) at a post-graduate or an evaluation professional continuing-education level.
  • Demonstrated expertise in food security.
  • Strong interpersonal and communication skills, with a demonstrated ability to deliver quality products in English both in writing and verbally (reports, presentations).
  • Experience leading (design, field work, and analysis) mixed methods evaluations in developing countries.
  • Extensive first-hand experience in qualitative research.
  • Extensive experience in evaluations using mixed methods of investigation (qualitative and quantitative) in developing countries. Knowledge of the conceptual framework of food security and experience evaluating food security programming is highly desirable.
