About the Organisation(s)
ICCO is an independent non-governmental organization with business features and data-driven interventions. Our aim is to leverage data in securing the livelihoods and rights of farmers and small businesses in low and middle-income countries. ICCO has a decentralized organizational structure in 5 regions in Africa, Asia and Latin America with (sub)regional offices. We are present in 25 countries and run programs in 76 countries. ICCO as part of the ACT has been active in Uganda for 30 years in both humanitarian and development sectors responding to the refugee crisis
and supporting local communities in rural areas. In Uganda, ICCO together with Cordaid are implementing data-driven programmes in disaster risk management (DRM), sexual and gender-based violence (SGBV), Performance-Based Financing (PBF), health, agriculture and agribusiness, and youth entrepreneurship. These programmes aim to build the resilience of rural households to withstand the shock.
Operational details & security context:
Uganda has a multi-cultural and multi-ethnic population of 42.9 million people according to the 2017 census. With a population growth rate of 3.3%, Uganda has one of the highest fertility rates in the world. More than half this population is below 15 years. The rapid population growth puts a significant stress on access to basic services and natural resources in the near and further future.
Various reports indicate persistent degradation of the country’s natural resources. This degradation impacts heavily on livelihoods of the poor by constraining their ability to increase incomes, and making them more vulnerable.
Across the country, natural disasters continued to pose serious threats to life and livelihood, tragically demonstrated by regular prolonged droughts, landslides and floods in different parts of the country. 2020 has witnessed some of the worst floods in many parts of Uganda. As of 30th November 2020, Uganda hosted 887,832 refugees from South Sudan, in addition to some 554,306 refugees from Democratic Republic of Congo (DRC) and Burundi, Somalia, Rwanda as well as Eritrea, Sudan, and Ethiopia. The majority of the South Sudanese refugees arrived after July 2016 and are hosted in a series of new settlements in Northern Uganda. So far, the influx has not resulted in major clashes between the host and refugee communities, though scarcity of land, food and limited access to water could all result in increased tension with potential security implications. However, there is occasional crime and unrest, eg. during food distribution. Both ICCO and Cordaid are implementing resilience programmes for the South Sudanese refugees and host communities in northern Uganda. These programmes involve using data to improve on the service delivery and leaving no one behind.
Covid -19
In Uganda, as of today there have been 21,409 confirmed cases of COVID-19 with 206 deaths (source Ministry of Health). The COVID-19 pandemic has affected the workplace in Uganda in several ways. ICCO and Cordaid have developed guidelines to regulate working from the office. The guidelines are in line with the government directives and containment measures of the Netherlands and Uganda. During the pre-deployment induction in The Netherlands and during the in-country briefing, the EU Volunteers will be guided on the guidelines of ICCO regarding COVID-19 and of COVID-19 Standard Operating Procedures (SOP) from the Government of Uganda, especially in the refugees’ settlements.

Job Summary
The EU Aid Volunteers is an initiative of the European Union. It brings together volunteers and organisations from different countries, providing practical support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster-affected communities. Participants in the EU Aid Volunteers initiative must be over 18 years of age and be a citizen of an EU Member State or a long-term resident in the EU.
This Senior EU Aid Volunteer Performance-Based Finance (FBF) Technical Assistant role is a 12-months deployment opportunity in Uganda. The volunteer is responsible for implementing and improving the ICCO/Cordaid PBF program in Uganda. The volunteer will be based in Kampala with regular travel to field locations.

KEY DUTIES & RESPONSIBILITIES
- Responsible for improvements in the ICCO/Cordaid program in the related field(s) of expertise and realizing the project results aimed for in the Project proposal. Performance-Based Financing (PBF) differs from classical health financing which relies on input financing for its activities that are not linked to any results produced by the health facility. In a supply side PBF health system strengthening approach, the financing of the health facility is linked with its performance. PBF creates a strong motivator for actors to perform better, improve their HMIS and provide quality services. Cordaid has long been a pioneer in the implementation of Performance-Based Financing (PBF) in the health sector.
- Responsible for technical advice towards successful implementation of the PBF project. S/he will provide technical advice on execution of the PBF Project in all aspects of the PBF- project with a special focus on improving the quantity and quality of the health services provided by the Health facilities participating in the PBF-project to monitor the progress and performance.
KEY RESULT AREAS
PBF projects
- Responsible for technical advice towards successful implementation of the PBF project. - Training and coaching in PBF of project teams.
- Training and coaching of all local stakeholders (district authorities, health facility staff and community-based organizations, to be identified during the inception phase).

Networking and representation
- Represent ICCO/Cordaid externally, participate in relevant platforms and fora and partner with relevant stakeholders in relation to PBF, while ensuring alignment and harmonization with the Ministry of Health (MoH) Strategic Plan.
- Perform any other tasks (including daily activities of an administrative and/or organizational nature) which are necessary to achieve the results aimed for, as described in the project proposal.
NOTE: An apprenticeship is not part of this role.
REQUIREMENTS
- (Advanced) University degree in Health (economy), or a related field.
- Post-Graduate degree in Public Health, MBA, Public Administration, Economics, or other relevant areas;
- Medical degree and/or experiences in working in a hospital are added advantage;
- Experiences with Performance-Based Financing (PBF) and Audit (clinical audit is an added advantage)
- Fully proficient in the following software applications: Windows, Excel, Word, Outlook, PowerPoint. MHIS2
- Knowledge of management styles, project management, international cooperation with local partners, country/region of the Field Office, techniques, reporting standards and languages.

Minimum Requirements

Eligibility and exception criteria:
The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Working and Living Conditions:
Living conditions:
- All costs associated with the deployment in Uganda are fully covered including subsistence allowance, medical, travel and accommodation as well as insurance coverage.
- The volunteer will be based at ICCO/CORDAID office in Uganda, in a safe area in Kampala.
- The volunteer will work from there, and travel approx. once per two months to the project areas. In the project areas (West Nile refugees settlement, Nebbi, Eastern Uganda and Lango sub-region) the volunteers will use a well-known hotel for accommodation.
- The EU Volunteer shall have a clean lockable room with access to clean water and sanitation facilities. The room shall be located at a reasonable distance from the EU Aid Volunteers main working location.
- To the extent possible, the communication shall facilitate integration of the EU Aid Volunteer into the community and it will enable the volunteer to interact with the expatriate community.
- The EU Aid Volunteers shall have access to means of communication enabling contact to the hosting and sending organisations as well as the volunteer’s relatives.
- When travelling in-country in other (rural) areas for work, accommodation in local hotels or guest houses will be provided for.
Working conditions:
- Regular working hours shall not exceed 40 hours per week on average, calculated over a four-month period.
- The volunteer shall have access to a dedicated working space in accordance with their task assignment and with agreed-upon safe, secure and healthy working conditions.
- All costs will be covered for the volunteer during deployment, and this includes accommodation in-country for the entire period of deployment, travel, and monthly subsistence payments per month (317.93 Euros per month).
Travel:
- A roundtrip flight from/to the home country will be provided.
- The cost of pre-departure preparations, including medical checks, vaccinations, visas, etc., will be provided.
- The volunteer will be covered by a travel insurance plan provided by the sending organization.
Post-deployment:
- A resettlement package will be provided to the volunteer in which a standard of 100 Euros will be provided for every single month spent in-country upon return to Europe, as well as a debriefing.
