Background
The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening.
The Deputy Head of Department Global Health Security (DHOD GHS) will support the Head of Department GHS (HoD GHS) to oversee the governance framework for the GHS Department. He/she is responsible for supervising implementation and for monitoring compliance. In addition, with support of the HoD GHS, he/she will provide support to the development and review of strategic objectives and manage implementation of cooperative agreements. He/She will serve as an institutional lead or co-investigator on research projects relevant to the area of expertise. He/she must be a diverse individual, showing broad management, organizational and outstanding verbal and written
communication skills and be capable of working with independently, with local and international teams.

Job Summary:
The DHOD GHS will support the HOD GHS to oversee the governance framework under the Global Health Security program.
Key Responsibilities:
• Demonstrated managerial, administrative, analytical, and decision-making abilities.
• Ability to readily analyze, understand, and discuss new engagements between the Government of Uganda and international partners including US, UK Government agencies.
• Demonstrated ability to identify priority actions and generate and complete work plans within short time frames.
• Experience with monitoring and evaluation methodologies including frameworks, data quality assurance, analysis reporting and best practices in data dissemination in international/resource poor settings
• Strong organizational and managerial skills and ability to work collaboratively. Experience mentoring, training or building the capacity of staff implementing public health interventions.
• Strong oral and written skills and the ability to communicate new program and technical concepts clearly to technical and non-technical counterparts
• Evidence of a good track-record of peer-reviewed publications including first author publications.
• Knowledge of health, environment and laboratory capacity within Uganda
• Understanding of information needs of policy-makers and program management.
Desirable skills & qualities:
GHS Programme and Capacity Development:
• Serves as Project Manager for ongoing IDI GHS capacity development activities including country cooperative agreements and international development assistance projects funded through IDI.
• Provides technical input to national laboratory system capacity development for pathogen detection, sample transportation and for biosafety and biosecurity.
• Oversees program implementation of surveillance, preparedness and response.
• Contributes to capacity development grant proposals relevant to technical area
Research:
• Ensures that all members of staff of GHS Program are aware of procedures for abstract and grants submissions.
• Identifies key program achievements and lessons learnt and supports the HoD to prepare external communication products (grey literature, academic articles).
• Leads or collaborates on research at the Principal Investigator or Co-Investigator level
• Leads or works with collaborators on the drafting of manuscripts for publication
• Reviews relevant research findings for potential integration to GHS operation
General Management:
• Support the HoD GHS to develop policies for the GHS program at the IDI based on inputs from GHS program staff and other IDI programs.
• Ensure competent working knowledge of and ensure program adherence to IDI policies
• Provides administrative direction for staff deployments from other IDI programs to participate in GHS Program activities
• Participates as member of the Senior Management Team
• Supports the development of the GHS programme annual work plan
• Represents the HoD GHS IDI at national, regional and global discussions on global health security issues.
• Monitors and advises the HOD GHS on business performance of GHS projects & program.
• Business development ; identities and supports engagement of potential new partners and business opportunities in GHS and directly supports GHS proposal writing
Qualification requirements:
• A Master’s degree (or its equivalent) public health, laboratory science or a medical field. Possession of a PhD or other advanced qualification will be a significant advantage.
• Demonstrated minimum of 5 years’ experience of leadership experience including as a project manager, principal investigator.
• A compelling track record in research (indicated by peer-reviewed publications).
• Demonstrated contributions to national and/or global capacity for GHS.
• A balance of global experience including substantial experience in resource-limited settings.
