The GIZ Programme “Water Supply and Sanitation for Refugee Settlements and Host Communities in Northern Uganda (WatSSUP)” is looking for a full-time Technical Advisor WASH to support the implementation of its activities in Lira. The WatSSUP Programme is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is financed by the Special Initiative on Forced Migration, an initiative by the BMZ, within the context of the Global Compact on Refugees, with the aim to eradicate root causes of displacement, reintegrate refugees and strengthen host communities. The WatSSUP programme is operating on the nexus of humanitarian and development work and focuses on both refugee and host communities. The overall objective is to ensure sustainable water and sanitation services in selected refugee settlements and host communities in line with national and international refugee strategies. Key implementing partner of this programme is the Ministry of Water & Environment (MWE) and its decentralized agencies, in particular the Northern Umbrella of Water and Sanitation (NU-WS). In addition, the programme cooperates closely with the Office of the Prime Minister (OPM) and the District Local Governments of Arua (incl. Madi-Okollo & Terego) and Yumbe. Cooperation with key humanitarian actors like UNHCR and other Development Partners are an essential aspect of the programme’s implementation. Capacity development combined with technical and financial support, is at the core of this programme: The Interventions of the programme are grouped into the following five thematic outputs (1) Strengthening the coordination capacity of the Ministry of Water and Environment (MWE), (2) Strengthening the capacities of the regional structure of the MWE (focus NU-WS), (3) Improving district-level services, (4) Enabling the potential of local actors, and (5) Improvement of hygiene conditions and sanitation provision in refugee settlements and host communities

- Demonstrated organizational and analytical skills

- Excellent IT skills (esp. writing of official documents, presentations).
- Excellent command of the English language (spoken and written)

Responsibilities
Key Responsibilities
Technical Expert will be in charge of:
- Advise the regional units of the MWE (especially Northern Umbrella for Water and Sanitation (NUWS), and Upper Nile Water Management Zone (UNWMZ)) about;
- Transfer of Water supply systems from Humanitarian actors/UNHCR to the Umbrella Authority (Utility Model)
- Upgrade of Water supply systems with focus on the upgrades that are supported by the WatSSUP Programme.
- Development of an Operator Model for the predominantly solar-powered water supply systems in refugee settlements and host communities
- Water Resources Management, Protection of Natural Resources, Source Protection, collection and transfer of groundwater data
- Initiate and advice permission for legal water abstraction for about 40 piped water supply systems – operated by NU-WS, through Upper Nile Water Management Zone (UN-WMZ)
- Advise and support in the introduction of a standardized IT System for customer data and fee collection for water supply systems which have been handed over to NU-WS
- Management of key consulting processes and assigned short-term consultants from GIZ and GFA on processes in relation to Output 2
- Conduct regular steering meeting with the NU-WS and UN-WMZ.
- Effective coordination and collaboration with the consulting team (GFA) and colleagues within other Output areas in Arua and Kampala as well as other Development Partners in Lira.
- Stakeholder engagement and representation of the WatSSUP programme in Lira.
- Management of the GIZ Lira-based office and the assigned support staff (currently one driver).

Qualifications
- Master’s degree in civil engineering, natural resources management, or related field
Details of experience
- Experience in working with the national and regional levels of MWE, as well as district local governments.
- Excellent knowledge of the WASH Sector and demonstrated knowledge of the Development and Humanitarian sector in Uganda, including knowledge and understanding of the Comprehensive Refuge Response Framework (CRRF).
- Understanding and experience of process facilitation and capacity development
- Substantive working experience in the development and/or humanitarian sector in Uganda
- GIZ experience is an added advantage.
