EGPAF Uganda Country program scope involves: 1) the USAID Regional Health Integration to Enhance Services in the South West Uganda project that aims to increase the availability, accessibility, and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal, and child health services; family planning; nutrition assessment and counseling and support; malaria prevention and treatment; and other primary care services. 2) ELMA-funded Unfinished business project that focuses on closing the Adult-Pediatric ART gap; 3) Catalyzing Pediatric TB Innovations (CaP – TB) and 4) Drugs for Neglected Diseases initiative (DnDI); 5) New Horizons project focusing on ALHIV Treatment Access and 6) The Pediatric HIV Breakthrough Partnership (ViiV Project).

Job summary
The Capacity Building Officer will offer technical support to the human resource development in order to enhance the capacity of service providers, managers and partners to plan for, coordinate and implement HIV/AIDS and TB programs in south western Uganda
Core Responsibilities:
- Ensure coordinated capacity building project programs by liaising with EGPAF staff and implementing partners on all capacity building activities.
- Ensures that EGPAF’s implementation strategies and performance goals are in accordance with National and International standards.
- Conducts Training Needs’ Assessments, plans, designs and coordinates the relevant training programs in collaboration with the district health offices and MoH.
- Ensures the development and implementation of Quality Assurance mechanisms to monitor and assess training activities and systems in accordance with MoH and International standards
- Work with EGPAF technical team to ensure adherence to quality standards for training implementation, including meeting criteria for selection of training participants, use of participatory methods , emphasis on training outcomes , use of evaluations and effective employment of lessons learned from previous trainings.
- Coordinate with the Technical Advisors and Project Officers to identify appropriate facilitators from MoH, Region and other relevant stakeholders for these capacity building programs.
- Liaise with MoH and other relevant partners to ensure that appropriate training tools are available for use in these training programs
- Establish and maintain database of trainers in the different service/priority program areas
- Ensure an updated HRIS data for all capacity building activities.
- Provides technical guidance during the development of the RHITES-SW /EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to capacity building
- Coordinates the integration of technical support to the district and provides technical guidance to the district based teams for capacity building activities.
- Assists in post training follow-up and mentorships by tracking progress at individual sites through technical assistance site visits and district reports, in collaboration with MOH and the EGPAF program team
- Coordinates technical reporting according to defined reporting schedules and writes regular monitoring and technical reports as required and contribute to EGPAF’s reports
- Assists in identifying, documenting, disseminating and scaling up best practices in capacity building for TB, PMTCT and C&T.
Required Qualifications and Capabilities:
- A Medical Degree and /or a Master’s Degree in Public Health or other related degree.
- At least 5 years of professional experience working in areas HIV/AIDS prevention, care and treatment, RMNCAH or Nutrition programs.
- Hands-on knowledge and skills in designing, planning, implementing and monitoring Health programs
- Excellent trainer skills
- Experience in conducting training developing curriculum and capacity building/human resource management
- Practical experience in working with health systems at the national and district level
- Practical experience in stakeholder engagement
- Sound understanding of the current issues and developments in the field of HIV/AIDS and especially HIV/AIDS, TB, RMNCAH, Malaria, Nutrition.
- Excellent verbal and written communication skills with proven ability to present information effectively to various audiences, large and small.
- Strong skills in teamwork and networking
- Willingness to work and travel in rural settings in Uganda
- Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS Power point.
