The Office of Human Resources (OHR), within the Department of Management Strategy, Policy and Compliance (DMSPC), is seeking a highly experienced and motivated Director for its Administrative Law Division (ALD). This senior leadership role, currently based in New York but potentially relocating to Nairobi, reports directly to the Assistant Secretary-General for Human Resources.
Core Function and Key Responsibilities
The ALD is central to implementing the UN standards of conduct across the Secretariat. The Director serves as a senior advisor to the Assistant Secretary-General, providing strategic and legal advice on internal justice matters and representing the Secretary-General before the United Nations Dispute Tribunal.
Key responsibilities include overseeing and coordinating disciplinary cases for all personnel, including those deployed by Member States, and providing a rapid, Secretariat-wide response to “critical incidents” that threaten staff welfare, safety, or the Organization’s reputation. The Director is also responsible for coordinating preventive efforts through risk management, building capacity among Secretariat entities to enforce conduct standards, and supporting managers in addressing discipline issues. Furthermore, the role involves strong leadership within the Division, managing its work program, staff recruitment (with an eye to gender and geographical balance), and representing the Organization at international meetings.
Required Qualifications and Competencies
Candidates must possess an Advanced University Degree in Law (or a Bachelor’s degree with two additional years of experience) and over 15 years of progressively responsible professional experience, including at least 5 years in administrative law and 5 years of senior managerial experience leading large teams in an international setting. Required experience also includes driving change management, building effective partnerships, and advancing the use of technology and data-driven approaches. Proficiency in English is mandatory.
