Job Summary
Develop and monitor the implementation of Baylor Uganda HR Operational, engagement and compliance systems, policies and procedures in line with the HR Manual
Overall Responsibilities
- Develop guidelines for HR operational, engagement and compliance services and monitor the implementation of the approved policies in line with the HR Manual;
- Develop and monitor the implementation of strategies and procedures for promoting and enhancing positive engagement with staff in matters relating to their employment so as to attract and retain top talent in line with Baylor Uganda’s HR Manual;
- Develop and monitor the implementation of strategies and procedures for promoting strategic talent acquisition through quality at the gate, placement, and strategic retirement to enhance retiring leadership in line with Baylor Uganda’s HR Manual
- Periodically carry out ‘Baylor-Uganda Human resources procedures, systems and policy audits to review the reliability and integrity of the information & processes, then recommend and monitor systems update, and QC/QA exercises, for improved decision making; and spearhead the directorate audit exercise in line with the HR manual;
- Monitor Baylor Uganda’s consolidated annual and quarterly leave plan and the implementation of leave management guidelines in alignment to other leave and out of office information in line with the HR Manual and HRIS system in place.
- Conduct remuneration reviews and recommend necessary revisions where applicable in line with the Directorate guidelines and Baylor- Uganda HR Manual.
- Monitor the implementation of the welfare plan for all staff in line with the HR Manual provisions.
- Review and implement a system and procedures for conducting a Job evaluation/job grading exercise and salary survey in order to better align the grades with the organizational structure to enhance and manage internal relativities and maintain an equitable and competitive pay structure in line with the HR Manual.
Engage in strategic reviews of HR policies through regular consultation with legal personnel to ensure their compliance to the national and international laws, policies and guidelines and minimize legal contests and participate in the writing of projects, newsletters and other relevant documents and coordinate the organization of other staff activities.
Required Qualification, Experience and Competencies:
- · Masters in Human Resources Management or Masters in Organization Psychology or its equivalent.· Knowledge of HR strategic principles, and HR nationally acceptable laws and regulations· Good communication skills· Networking and partnership skills
- Must be dynamic, assertive, persuasive &convincing; self- motivated and able to demonstrate high initiative.

- · Have Key personal competences in Team work
- · At least six (6) years working experience, with two (3) years’ experience in HR at Coordination/Managerial level in a reputable organization. NGO experience is desirable
- 6 Years Relevant Experience
